چکیده This study proposes a bi-objective optimization model that simultaneously addresses the rescheduling and rerouting of road repair and relief distribution activities in the presence of aftershocks and other disruptions. Key features of the proposed model include the allocation of repair crews based on damage types, flexibility in the operation of distribution centers and demand delivery times, inventory management, and the use of heterogeneous crews executing parallel operations. To handle uncertainty in key parameters, a robust optimization approach based on uncertainty sets is adopted. A Lagrangian Relaxation algorithm is developed to solve the model efficiently in large-scale instances. A real-world case study, along with numerical experiments, is conducted to validate the model and assess its applicability. The results indicate that incorporating flexibility in resource allocation and optimizing distribution center management can reduce total costs by up to 26%, while optimal assignment of multiple repair crews to damaged nodes can reduce total operation time by up to 19%.
