Learning organization theory formed with complete theories of learning and organization learning that discussed by Peter Senge (1990) and describe five skills for invention learning organization that include: Individual vision, system thinking, mental model, shared vision and dialogue 1. Watkins and Marsick (1996), describe dimension of learning organization in three levels include: individual level, team or group level and organizational level also they describe seven dimension of learning organization, include: continued learning, dialogue, team learning, integrated systems, empowerment, link with system, leadership. 2 Alavi and Mc Cormik (2003), describe that effectiveness of learning organization model is difference and may be effect of cultural difference.3 Safari and et al (2007), describe that physical education organization’s expert deprived of constant( stable) and continued learning also slow education current and non-attention to aptitude led to excessive non-motivation in physical education organization in Iran. 4 Yarmohammadi et al., (2008) describe that the physical education offices of Zanjan which are the part of the sport organizations of the Iran are far from the principles of learning organization considering its structural and management characteristics which is affected of the management structure in Iran. 5
