In the daily work of firms‘ Human Resource departments, HR measuring is useful in terms of accelerating its legitimacy and expertness. This analysis shows that legitimacy, or respect, is quite an exchange resource that influences the popularity of an exchange partner and its resources. The participant that behaves proactively will notice from their basis that an exchange can occur with another participant. This study has provided that the context of the exchange relationship influences the importance of resources so the potential of a participant over another participant is variable. These concern the popularity of the importance of a resource, because of the various sources of resources within the eyes of the dependent participant. This study provides evidence of the supply of the management over resources in terms of competitive advantages and also the combination of the resource dependence theory and the resource-based-view. The results show that HR measuring contributes to the social process of the HR department and to a rise in its perceived legitimacy within the company. This paper also contributes to analysis on HR measuring and to the discussion on intra-organizational exchange relationships.
