The sensitivity analysis of data envelopment analysis was used to make efficiency, do ranking, to determine the effect of each department of S.Y.D. Ardebil, and to find the correlation between social capital And entrepreneurship. 11 cities of Ardebil province were studied using DEA models. First collected data have been disported to input indices with the nature of social capital and the output indices with the nature of entrepreneurship and the value. The results showed that according to input sources, seven of S.Y.D. Ardebil has ideal efficiency, Thus they were ranked in terms of efficiency. In addition, these departments have had a great impact on making a significant positive relation between social capital and entrepreneurship. Sensitivity analysis was performed for the efficient administration of stability showed that the stability regions of Ardabil city is bigger than the other cities That means it can handle a wide changes in its Inputs and outputs than the other departments and remain efficient in the province. The efficient S.Y.D. Ardebil affects the S.Y.D. Sarein city more than other inefficient Departments (Sarein, Kowsar, Germi, Aslanduz). This means that the absence or suspension of activities in Youth and Sports Department of Ardabil will improve the efficiency of Sarein (inefficient), compared to three other departments (other inefficient department).
