Nowadays empowerment consider as one effective strategy for improving personnel productivity and ideal deployment of abilities and potentials for obtaining organizational effectiveness. The main purpose of this study is identifying and classifying affecting factors on personnel empowerment in Telecommunication Company in Kurdistan province. The research has done in a descriptive manner and the correlation has used. The data gathering has done by questionnaire. The sample of study was 176 people among 379 persons from Statistical population. The description statistics and correlation coefficient has used. The spearman coefficient, t-student test and multivariate regression was use. The result show that the level of personnel abilities is above mean and variables such as knowledge, communications, trust, and rewards have relation with empowerment. In addition, result indicates that the knowledge has most relation than other variables and rewards have less relation with empowerment. The result indicate that the best run model has two variable include trust and knowledge that describe the variation so that 43.1% of variation of depend variable has describe by the model.
