In recent years politicians have cared programming methods with emphasize on districts environmental potentials. Usually these methods are signified in environmental, economical, social, and cultural contexts. According to general principles and experience of developed countries, as society and region is culturally more developed, social security level is higher and as cultural development ranking is lower, social security is lower. This article wants to establish a rational relationship between country’s provinces using programming models and analysis to define cultural development ranking and social security levels in these provinces. To reach this goal in evaluating and defining ranking of cultural development, different values in various study sectors namely cultural, social, economical, etc were classified and provinces’ development multiplier in related sectors were defined. In addition, in evaluating social security levels in provinces many values namely homicide, robbery, suicide, etc. were classified and social security level in each province was defined. According to results of this research, culturally more developed and wealthier provinces like Tehran, Khorasan, Fars, etc have lower social security degree and culturally weaker provinces like Sistan Baloochestan, Kurdistan, Iilam,etc have higher social security degree. In other words, the regularity that cultural development leads to less crime and more social security cannot be proved in Iran.
