Abstract

The first stage in planning for regional development is identifying the current situation of regions and this entails an analysis of economic, social, and cultural aspects of those regions. Before any actions in allocating the grants and resources to the regions, it is necessary to do a ranking within the region in respect of the degree of development. There are different ways or methods to rank economic, social and cultural development of the regions. However, not all can display the same results. One of these methods is Morris method which has been chosen by United Nations to evaluate the regional development rate in each country. This study applies the Morris method to create some logical explanations between development and undevelopment across the regions in Iranian context. To do this, many variables are chosen to measure the degree of development among the regions. These variables are classified between human resources, occupation, sanitation, housing, social, and cultural factors. Based on the ranking and correlation rates between levels of development in each sector and ultimately with respect to the levels of development obtained for the regions, some guiding strategies has been proposed for regional development in Iran.
